WANTED: 1 bedroom PET FRIENDLY Apartment

Please be advised: I would also like to do a possible rent to own type of agreement. If you own a modular home where renting is allowed by the park, please let me know. If you also own a home, where renting to own would be of interest to you, please let me know. I do NOT own any form of credit card other than a banking debit card but would like to build my credit somehow.
I'm a recent transplant from Ontario and moved here last May. I don't know much about the province of British Columbia so I'm not sure what renting is like out here aside from finding it to be very limited. I'm currently on welfare and am trying to figure out how to get on disability as I have several severe mental disabilities along with some minor physical ones (bad back and bad knees from being young and dumb).
I'm a very quiet, clean, easy going person, who prefers to be left alone than bothered by a multitude of people. I'm by definition, a recluse. I own 4 cats, and each help me in their own unique way and this is where I seem to be running into issues with finding a rental. I believe in honesty is the best policy but this seems to just be what's preventing me in finding a unit. My cats litter boxes (I have 3) are scooped on a regular basis, with the entire thing being dumped once every other week. My fish's tank is 100% solid acrylic plastic and doesn't leak. His tank is cleaned once a week with full water changes every other week to prevent any algae build up (this is what causes your tank to smell).
I own several clean, friendly, easy going pets. Two are Emotional Support Cats, two are special needs cats and another is a Japanese Koi who won't get any bigger than the size of a fancy goldfish. The cats are friendly (a must for service animals) and are NOT registered as the ADA doesn't recognize any form of registry for them (these are often always scams). Both cats are self trained by me to perform varying tasks with one being a more "home base" ESA and the other being a more "everywhere I go" ESA. My Special needs cats are very quiet, clean, and friendly.
I suffer from Iron Deficiency Anemia - this causes blackouts and both cats are task trained to alert me to them before they happen so I can get some place safe. I also suffer from severe ADHD, ADD, and OCD along with severe Manic Depression, social anxiety and panic attacks.
As mentioned, I'm on welfare so my rental price would need to be under $1000 as I'd need something to live on (buy food, clothes and pay bills such as phone/net bill and if need be, hydro). Rent I would prefer to go directly to you from welfare and eventually disability. I'm looking for a one bedroom apartment, with a single bathroom, living/dining room, and a kitchen. As previously mentioned, I moved from Ontario, so all my furniture was left behind and what I did bring out, was destroyed during the move, so I'll need some guidance on getting set up with furniture.
I am looking to move in by the end of February as this will give me time to figure out transportation as I don't drive and would need to figure out either a hauling company where I could ride with the driver, or have them haul my items to my new location while I find a way to get there.
