Established in 1968 under the Conservation Authorities Act, the Mississippi Valley Conservation Authority (MVCA) is the local watershed management agency for the Mississippi and Carp Rivers in Eastern Ontario. The MVCA is governed by a Board of Directors consisting of municipal representatives from our eleven member municipalities and a provincial agricultural representative. We are largely funded by annual municipal levies, with the balance of funding coming from user fees, grants and contributions, donations, and special project fees.
The MVCAs programs and services are delivered through three core business areas: Water Management, Planning & Regulation, and Conservation Lands Management. The Mississippi Valley Conservation Authority (MVCA) is currently looking for a Geographic Information System (GIS) Specialist to work out of our Carleton Place, ON office, on a full-time permanent basis.

About the Opportunity
The Mississippi Valley Conservation Authority (MVCA) is currently looking for a Geographic Information System (GIS) Specialist to work out of our Carleton Place, ON office, on a full-time permanent basis.
A key member of the MVCA team, the GIS Specialist will primarily develop and maintain the geographic information system (GIS) as well as coordinate the updates and maintenance of MVCA GIS base data and special projects.
In this hands-on role, your responsibilities will include, but are not limited to:
- Acting as the technical lead for natural hazard mapping and Regulation Limit development
- Integrating imagery and LiDAR processes to produce end-user products
- Developing data models, standards and workflows to guide the development, use and maintenance of the corporate geographic database
- Acquiring, collating, and disseminating geographic database services to determine efficiencies, data customizations, and tools to extend database and functionality
- Using ArcGIS software programming scripts (Python) to create and maintain graphical user interfaces, customizations and tools to extend functionality
- Maintaining the Authoritys GIS Enterprise environment (including ArcGIS Server, Portal, ArcSDE, and SQL Server Database)
- Creating and maintaining feature-rich web maps and applications using ArcGIS Online for both internal and external use
- Assessing corporate project needs and geographic database services to determine efficiencies, data integrity, and overall increase the performance of project design
- Validating and maintaining data during the data life cycles, high level GIS analysis and cartographic map production and creation of Metadata
- Responding to inquiries for GIS data and maps
- Providing technical leadership and support to GIS end users
- Designing and implementing geodatabases, including adding authors data, and importing departmental data into the spatial database
- Performing field data collection using advanced GNSS technology and GIS mobile applications (ie. Esri Collector, Survey 123)
- Liaising with colleagues, provincial and municipal government staff, and staff of other non-government agencies
- Providing back-up support to the ITC Lead in a selection of areas
- Maintaining up-to-date electronic and manual records
- Performing work in accordance with the provisions of Occupational Health and Safety Act and Regulations and all other corporate/departmental policies and procedures
More About You
Our ideal candidate has:
- Practical experience in GIS
- A relevant college diploma or university degree in environmental science, geography, and geomatics
- Strong computer programming skills within the GIS and Database field using Python, SQL, JavaScript, HTML, and CSS
- Knowledge of flood plain mapping
In addition, you will need the following experience and skills:
- Knowledge of ESRIs ArcGIS for Desktop (v. 10.x ArcMap & ArcCatalog) and ESRIs ArcGIS Pro
- Knowledge of web mapping (ArcGIS Online/ArcGIS for Portal)
- Experience developing and maintaining Relational Databases using SQL Server
- The ability to prioritize organizational and departmental requests, and understand how to manage communication channels
- Working knowledge of applicable occupational health and safety legislation
- Understanding of relevant corporate/departmental policies
- Strong organizational and project management skills
- Excellent problem-solving skills, collaborative decision-making and analytical skills
- Ability to provide excellent service to internal and external clients by focusing efforts on discovering and meeting their needs
- Strong negotiation and conflict resolution skills
- Ability to communicate effectively and concisely, both orally and in writing; including effective presentation skills
- Knowledge of the ArcHydro toolbox would be considered an asset
