The Société de l'assurance automobile du Québec, or SAAQ, has changed their regulations concerning the payment of QST on the sale of vehicles. It will no longer agree to calculate provincial tax on vehicle sales of $1, even in the case where both the seller and the buyer agree that $1 was the transaction price. As of about a week ago, the minimum sale price of a vehicle for calculating the QST is now set at $500.
It Gets Worse
For certain vehicles between the ages of 9-25 years that are too old to appear in the SAAQ's evaluation book, you need to have this vehicle evaluated by Revenu Quebec in order for the SAAQ to calculate how much TVQ is owed in the event of a private sale.
MontrealRacing member mathieulsutton posted what we would consider a horror story about the new rule. Here is a copy of his post on the forum but briefly he says he went to buy a $1,000 vehicle for parts because the Nissan Murano he had bought three weeks earlier blew its engine. The SAAQ sent him to a Revenu Quebec office downtown where he waited an hour and a half to be told his car was worth $4,000. He had to pay $400 in provincial sales taxes on this amount or he could contest and pay $150 to have it re-evaluated. At this point, he had to return to the SAAQ and finish the transaction.
It seems that the SAAQ and Revenu Quebec don’t understand that many vehicles this age are not in full working condition and are worth less than the “book” value. They expect a person to pay $150 to have an evaluation done on a vehicle worth $1,000 in order to avoid paying the full TVQ. Oh and prepare to waste half your day doing so...

Did you know that when you transfer a vehicle at the Socitété de l’Assurance Automobile du Québec (SAAQ), you will be charged the provincial sales tax on the value of the vehicle according to the price list establish by the Guide Hebdo?
• When transferring an accidented or not repaired vehicle
• Reconstructed vehicle bearing the VGA status (vehicle gravely accidented)
• Higher than average mileage/kilometers
• Condition of the vehicle i.e. rust, advanced wear, major mechanical problem
• Vehicle to be restored
• All vehicles over 25 years old (mandatory evaluation required by the SAAQ).

Cette année encore aura lieu notre méga-vente de garage communautaire dans le stationnement de l'église de St-Louis-de-France. Tous les profits de la location serviront à l'achat de denrées alimentaires offertes chaque jeudi. C'est le moment de réserver vos tables! L'an passé, une cinquantaine de tables ont été réservées et nous nous attendons à un nombre encore plus élevé cette année. Cet événement aura lieu dans le parking de l'Église de Saint-Louis-de-France le samedi 18 mai, de 9h00 à 15h30. Le prix est de 15$ par table. Nous ne louons pas des emplacements mais bien des tables. Vous pouvez apporter les vôtres mais vous devrez tout de même payer 15$ pour chaque table installée. Si vous prenez 5 tables ou plus, chaque table vous revient à 10$ la table. La Friperie remettra également une partie de ses profits à l'Aide Alimentaire (organisme Grand-Coeur). Pour louer une table vous pouvez me laisser un message en privé, nous appeler ou encore vous présentez le jeudi matin à la sacristie de l'église de St-Louis entre 8h30 et 10h15. Venez passer une belle journée avec nous et par la même occasion, soutenir l'Aide Alimentaire de Saint-Louis-de-France. Au plaisir de vous y retrouver. *En cas de pluie, remise au lendemain. **
