Need Advice

I have a Brother Pacesetter XL 700 sewing machine.
It has a tension issue which I have been trying to resolve myself.
The machine sews but I am not able to get the tension set just right.
I have played with both the bobbin tension and the upper tension with no luck.
I opened the machine up and it seems very clean.
I oiled the moving parts.
I did not take out the shuttle however as I am not certain how to do this on this machine. I do not have a manual for this machine. It does not have the black leavers I have seen on other brother machines. Just some screws which I am hesitant in taking out. It is one of those side mounted shuttles.
Right now the upper thread is coming through on the bottom of the fabric showing up as small dots when I sew.
I have tried tightening the upper tension and lowering the bottom tension without correcting the issue.
I am planning on trying blowing some compressed air through the tension discs to see if that helps but have not tried this yet.
I believe I have this sewing machine threaded correctly according to information I was able to find on the internet.
Wondering if anyone has any other ideas of what might be wrong with my sewing machine. I am hoping to be able to fix the problem myself and can not see myself paying very much to have it fixed as it is an old sewing machine and not worth to much.
