Technical Analyst /Business analyst

2. Background and Objective
The Government is looking to augment its team tasked with advancing the tools and a framework used
to implement and grow digital services to the public.
This work supports Governments IMIT Strategic Plan by advancing digital technology to improve the way
Government delivers services to citizens and businesses. A digital-by-design approach ensures
government services leverage online platforms and self-serve technology as ITSS, through the Web
Digital Office, continues to transform the manner in which citizens and businesses interact with
government programs and services to ensuring services are provided in a simple, modern, and effective
ways that are optimized for digital and available anytime, anywhere and from any device.

3. Scope of the Services
The successful Proponent will provide all required Business Analyst services associated with the
project. The scope of the services may include, but are not limited to:
 Working jointly with ITSS’s clients and the Supervisor of Digital Content to execute the change
management process including sessions for gathering business rules, providing gap analysis, and
contributing to agile development to ensure the implementation is as per requirements;
 Liaising between the development resources, the quality assurance team, and other applicable
business units;
 Writing reports, specifications, and creating flowcharts;
 Analyzing information in order to reconcile conflicts, elicit requirements and distinguish solution
ideas from business needs;
 Leading the testing processes; and
 Working with the Quality Assurance Analyst identifying tests to be automated.

4. Proponent Qualifications
Business Analyst resources must have a minimum of 4 years demonstrated experience:
 Collaborating with clients to analyze functional requirements;
 Reviewing technical designs and providing guidance to ensure designs meet and support
business requirements;
 Evaluating risks and predicting potential problems;
 Writing reports, specifications and creating flowcharts;
 Using strong oral and written communication skills;
 Working on multidisciplinary teams which include functional and technical resources;
 Acting as an intermediary between functional and technical resources;
 Testing new functions, reporting the bugs and following up on the fixes with the team, and
coordinating the UAT process with the team;
 Writing SQL and using relational databases; and
 Using Excel Spreadsheets.
